There wouldn't be enough lift to take off. It's not the speed of the wheels, it's the airflow over the wings that provide the lift. So, no. lol

so it's pretty much been answered, but yes, an aircraft on a conveyor will take off, and you can do it at home with a cheap RC plane and a treadmill. airplanes do not care how fast the ground is moving.
