but there's a huge, final boss sized hole somewhere in the final string of those two entirely too long combat sequences at the end

I've never heard of The Council, but the end of Control is basically you reach the climax and then the game flashes forward in voice over to say "and then stuff worked out and everything got better"

I feel like they could at least had a fight with Dylan that is perhaps too similar to the esseJ fight but lets you fight another parautilitarian at full strength. However, I think it was more a narrative choice than a financial one one that didnt quite work, because I can see what they were going for I just don't think they pulled it off.

I actually don't think a fight with Dylan would be necessary, just some other kind of Hiss thing that's not a basic enemy type
