If I was a landlord, I would simply waive rent or dramatically reduce it with no expectation of future payment. I'd also make utilities and facilities like laundry machines free if it was in my power to do so.

I would certainly not raise the price of washing a load of laundry after failing to provide a functional washing machine for six weeks and failing to keep tenants apprised of the situation.

I haven't heard the details, yet (how long, if it's ALL of MD, etc), but he made an announcement that included: "Governor Hogan of Maryland also announces no utility company may cut off your service or charge late fees. This includes water, power, sewer, phone and internet. "
