now does this bug affect only the TMC card system or any store card system? I know there are a couple of others, but I rarely see them...

It was underway starting in early summer. But I doubt that's the reason behind the giftcard buggy. 
it affects ALL attachments that somehow change state - be it only a color change for example.
It effects a LOT more than just store cards.
SL's code is as solid as the day after burrito night. What else is new.
