There's only 7 ballot questions because Nevada does things a bit differently. They have to be petitioned, then they have to win in two different federal elections.

Nebraska had 5 initiatives and a referendum, and frankly I don't remember us ever having nearly that many at once

yeah, when the one to put the right to abortion into the state constitution started getting a lot of traction, the "protect women and children" group spun up an initiative to put the current 12-week limit into the constitution instead. and of course they're both worded weirdly on the actual ballot
