Okay I finally found *the* thread again. First of all this one was with John which I knew but it was "due to his actions". Apparently Misty just used "about to cry" icon and managed to redirect into frantic muffled screaming which was surely very pleasant for her neighbors.
But she was made to feel Small and Powerless and to have to Give Up. And Walter has seen (perceived. Crazily) that she is that way now and is determined to figure out how that happened.
Again this is all the crazy perception of a guy who killed someone in his timeline to protect S2 Misty from the consequences of (assumed) two murders which were mostly blackmail so yeah...

No, just, he assumes that something happened based on his multiple interactions with Misty where she seemed very downtrodden as if she had cried about something in the past, but Walter is trying to find out what happened and has never been told anything specific.
