Ah. Apparently it's because Romanian law only allows people to be detained in jail for so long, so the courts kept extending it. And, eventually, the Court of Appeals decided to change it to house arrest rather than being held in jail. Probably to save some money.

Though it looks like they're actually under judicial control right now, which means they can leave the house, but not the county that they live in.
