AND THERES A GYM YOU CAN FACE AT ANY POINT BUT ITS STEEL AND SCALES TO YOUR BADGE COUNT

And the water gym is POSSIBLY INSTEAD the Fighting Gym depending on which team you want to face (or version of the game) and NOBODY TELLS YOU EVER but you can fish up any water starter in the series within the Gym itself after you clear it. Because that gym leader gives you your first fishing rod (after alt-teams of his battles)
