I don't find Plurk to be a "following" thing, like Twitter is. I guess plurk "fans" are like followers, but I usually either friend a "fan"

or, more often, block them, because the "fans" are often trying to sell something, or they're non-english speaking teens & it seems silly.

Everyone has their own rules for who they follow. Some people are strict, others not so much.
