it could be some sorta clean nuclear type weaponry? like a death ray that pulverizes everything into a hot mist...so, no fallout

it depends on the formulation. You can adjust the fallout content and neutron radiation flux up and down, within limits...

so a neutron bomb has a LOT more neutron radiation, but correspondingly less explosive blast.

or you can put a shell of cobalt or gold or tantalum or zinc around the bomb to make fallout with a particular half-life.

they did make some bombs to be "cleaner" than normal nukes, but with a reduced yield.

so it's unlikely that anybody who's going to drop a not-especially-clean "clean" nuke is going to bother with lower yield.
