Update: I found that someone ripped it down, but didn't do a very good job at it. Below is an image of the untouched crime scene. I have another person I must find, the one behind the murder of this innocent sign and find out why they did it. I think I found out who put the sign up in the first place. 
Note: I also noticed there is actually more tape on it from when I first found it (see on the right there is a long strip) which could suggest they came back to adjust it, maybe I could bump into them if I wait around.
