I think it would be interesting to see an isekai verse where EVERYONE in the fantasy world remembers their past lives from other worlds. Like, its an inherent trait of sapient life on that world to remember their most recent incarnation to some extent.

It would probably be better if most people just had vague personal memories, just to keep it from being an expectation that at some point you have to sit down and barf out all the technology you can remember.

I could also see tech being slow because the number of people who are reincarnated engineers are fewer. Like, I know physics, but I couldn't make a cell phone.

thats a good point, and MOST of your information is going to come from people familiar with the end product, not the technology it takes to GET there. In the end it probably DOES speed their development somewhat, but also results in enough dead ends that its not like, purely a benefit.

that does mean technology probably moves in surges, as suddenly a missing foundational piece is identified and a lot of things that were tried and failed before suddenly make sense
