This is the post where it happened, but I can summarize it. Basically when Ishimaru ran for student council, the 'election' ended up consisting of him being trapped in a bloodbath with other students, all of whose eyes were yellow, seemed to be possessed and given a mindless urge to kill. Kirgiri was one of those students

OH NO!

and all of them essentially killed each other, with Ishimaru being the only survivor. And that's how he got to be on the student council!
