Idea: leverage the fact that you've been interested for a while and sidestep your sales pitch in favor of a conversation with whoever you can get on the phone about how long this search has taken them and what it is they're not finding in the candidates who apply.
With 0 snark, I saw definitely re-apply. We had a situation where we interviewed for a role, picked a top applicant, everything was set (I literally had her computer set up and her onboarding in my calendar for that Monday) then there was an issue with her green card and she couldn't come to the country. So we had to re-post the position.
