hes been planning on applying to university in England I think. but still had another year to go before that

unless I'm remembering details wrong, I think he was in the first year of sixth form

if he had excellent grades, maybe a deal was struck to allow him to stay in England for the final year of his secondary school education and then apply to university through the domestic system of university admission?
