Yes, they can bring up whoever, that's what the War Council is gathering information on -- they have no way of knowing these threats will or won't show up

the meeting ICly occurs before anyone is really aware of any of this month's event stuff, so they're not explicitly preparing for that, just in general trying to get new people involved.

they haven't had a meeting since a week or two before the army of the dead attacked, which oocly is because of the holidays.

and, of course, people who are not new are welcome to top level and chat too, reshare the info about their world's big problems with the new characters, etc etc.

I mean, I wouldn't assume anything about anyone else's knowledge of a character. But the purpose of all of this is really just so that characters feel like they did stuff to prepare for problems (insofar as it's possible to prepare).
