Hmm, this rule is interesting. In previous games, the rules were that a single killer could only take out two victims at most, and that in the event of an accomplice, only the active killer would be eligible for Graduation.
But now it's a case of "if there's a different killer, then they just wasted their time. No execution, no graduation.
