She uses "Treat Party!" as an emergency recall cue. Her reasoning being that people 1) are less likely to use the cue and not follow it up with a big reward, because it feels more like "lying" to the dog than a cue like "Here" or "Come" and 2) find it a little silly to shout in public, so aren't going to overuse the cue in non-emergency situations.
