I might argue, though, that Wakanda is still evolving as all societies do and it has the potential to nudge the patriarchy more to the side than it already is. She mentions Shuri becoming queen in the comics. I wonder if a second BP movie (cause there HAS to be one omg) might go that direction
Most of the other council leaders looked to be about T'Chaka's age. It's hard to let go of tradition when that's what you were steeped in. Still needs to happen, though

I'm also going to note there was a moment where it looked like Shuri was going to challenge in the movie. She wound up making a smart alec comment about the corset instead, but I have a feeling had she been serious, while reluctant and attempting to discourage it, T'Challa would have still taken the challenge as valid.
It may be a more recent thing, but I don't think there being a queen is impossible at this stage

(I forgot to mention this, I think T'Challa would have been reluctant because Shuri is his sibling rather than her being female. She would've been shown the same mercy as M'Baku for similar reasons, that being she is needed alive for the sake of everyone around her)
