I'm. Not objecting to giving a dog a job, or that working on something like this together can improve the dog/human bond in a lot of ways but. That doesn't mean the dog will suddenly develop brilliant recall in all situations.

Tracking dogs turn up at stranger's houses all the time in the country because they got lost. That's why hunters put GPS collars on them.

Now I do believe SAR dogs work closer with people than, like, hunting beagles. But it's still not a very human-dependent skillset.

They can. Depends on the terrain. And dog. Like bloodhounds are also often SAR dogs

A lot of civilian SAR dogs in Norway get called out for finding people in snow. Which is different than a bloodhound trying to track a lost kid in the woods.
