Sega character status retroactive? Like, would Atlus characters who only appear in games from before Sega bought Atlus be appable to round four?

I ask less because of plans and more because I overthought things until the question came up and now it's bothering me that I don't know the answer

It depends. Like, a character with dialogue options who you can build a a clear personality to them like, say, Joker from P5 would probably be allowed? But someone who's completely up to you like the Pokemon protagonists or most iterations of Link probably wouldn't
