Eh, I don't really see the similarities, but that might be due to my knowing Cole's motivations and not really being familiar with Koishi's
not motivation wise since Koishi's motivation ranges from entirely self serving to entirely selfless at times.
rather conceptually they are nearly identical. They are both spirit creatures with magnificent hats with very similar manners of speech and identical power sets down to the tiniest specifics.
the only difference really is that Koishi has general magic too and can fly.

the wiki doesn't even begin to cover things in touhou unfortunately due to the nature of the beast. It is a good starting point though.

And i'm not far enough into the game to see how cole evolves later on after the obligatory personal quest. But pre-personal quest Cole is conceptually extremely similar to koishi.

sure, and it's possible that the idea of spirits and demons in Thedas was imspired by Japanese folklore. The creators have never stated their inspiration.
it seems more likely that Warhammer 40k was a more direct inspiration. It's even referenced directly in some of the lore bits. Most notably in Witch Hunt.
Or, at the very least, some of the writers were fans and included nods.
Probably, as all video game developers do in their games.
