They're capable of making sound decisions, even under duress. (I mean, Heiji purposely antagonized his captors so they would only hurt him and not Kazuha). xD It's just easier this way.

And the easiest way to defuse the situation would be to volunteer.

As it were, the only real loss (logically, at least to Heiji) would be Shinichi and Ran, if things don't work out. They have the least to lose in return for everyone's safety.
