Actually control isn't the right wording but hmm... think of it like he was able to 'bind' people into the dream whenever he likes to and guide them

So the people still has their own conscious but as long fred isn't letting them go then they'll be doom on living inside of it for as many times he wished

yeah! Definitely one of the best antagonist out there. The whole series was fun thanks to him : DDD

all the loose strings were tied nicely and I didn't get a "oh, so this has to happen to patch this loophole". The whole series was nicely written with Fred in the center.
