Are the shapeshifted who didn't revert back to normal earlier still able to be shapeshifted during this bit of the event? Or does it have to have reversed by now?

It can be either way, since some people wanted to shift back before the official "end"! But once this event is wrapped up, everyone who was shapeshifted will be able to turn back by themselves.
