Connection is pretty bad in general but FFXIV is particularly bad because it is so sensitive (most sensitive mmo I've ever had thanks to its handling of packets)

Have you tried WTFast or any other VPNs? I had unplayable lag during peak hours (6pm-10pm) with my ISP until I started using one

Kind of like you, I'd go 15-30 seconds without a single server update

Here particularly because all the problems are internal to the way the Philippines handles internet.
