If the moderator decides the item is perfectly fine, a 'check mark' is put against the person who flagged it. If they flag something else it will be given lower priority in the moderation queue.
If they continue to flag items and the mods see nothing wrong with them, the person doing the flagging will eventually have their flags completely ignored!
