most of this is headcanon anyway tbh because they don't go on too much about Big Sisters, at least in the transition of Little to Big Sisters

basically it's like, when they hit puberty therabouts, their protectors (the big daddies) stop noticing them/watching out for them, and with limited resources they I guess just suited up these maturing sisters-

-and they took on some protecting and gathering responsibilities

and took orders from the person in charge, I believe
