Friends can comment on your postings, fans just follow your timeline

I have an android phone and Plurka does pretty good

I have mine set so I can't have fans. Only people who I can see can see my posts.

I use uniplurk. I like it but the emotes don't move which is kind of a bummer.

Depends on your privacy settings. I believe if you allow fans they can comment. If you have both you send private plurals to friends only
