It's never really stated, but it seems that they're meant to be a symbol of authority.

Although actually Loki wears the helmet so much in the movies because he didn't always have a specific hair color in the comics

Personally I think the horns denote him as the second prince of Asgard, heir to the heir.

Because Thor's helmet is silver and Loki's is gold, and historically in Viking culture silver was prized way beyond gold.

I'm also glad it's canon that Loki does something to his hair to keep it slicked back. And it's also canon that he wasn't allowed to do it in prison :-(
