They changed the setting to the US (LA, specifically) when the localized it, but some things remained the same

Like how judges passed down verdicts!

(Japan currently has a jury system, but it wasn't instituted until after the games were made)

If I took Edgeworth from a later canon point, I could BS how this was part of the changes that came with the new, shiny, three day trials

but if I'm remembering the timeline right, I think he's a bit early for that

I think I might just declare ALTERNATE HISTORY and call it a day. Like say that it's one of the changes that preceded the three day trials

Or I can say the games take place in an alternate history where Japan bought California back in the 80s
