why doesn't Goro have a second set of pecs? He can't move his arms in front of him without them. He probably can't give very good hugs.

I like to think the second set of arms are less for hugging, and more for tickling while you're being encased by the upper arms.

The first set of arms would definitely be over my head. You'd have to be pretty tall to be hugged by the top set.
