I think what it means is that you can't have Character X just idly read a book about Universe Y without talking to the muns of

Character A, B, and C from Universe Y

Especially if it's like, really important information

yeah, but thats extremely cumbersome and counterintuitive to what I thought the world was supposed to be

I can definitely see it being annoying in the case of a world with a large cast

I was under the impression that general world information was available to everyone in the library just by default

as books from that world are transported in as characters arrive

Well, they're there, but I'm not sure what the extent of it is
