Good question. I was kinda wondering about that with Repede myself.

So a Pokemon of a trainer is brought to Luceti, and they meet up with eachother there.

I wonder what the Pokemon would have to say to their trainer

I haven't -seen- any examples of talking Pokemon... but.

generally the animals in luceti can talk because it's in their nature; they were born/raised knowing this

animals brought in from other worlds have the potential to speak, but they lack the wings that act as natural translators like the character

I thought there was a field of some sort that aloowed speech for all living creatures

the spirits of luceti are in nature so the animals are more in-tune. speech is more easily learned that way.

I thought it was a slight change in the dna type of thing

for the wings

wings don't decide if a creature can live or die in luceti

they are given wings that are tied to their survival

but once the world gives you wings they are the key to your survival.

Pets/animals brought in don't go through the effects characters do in Luceti, as far as I know.

So Repede could have come with Yuri as a pet w/o wings.. then someone could actually app him and he has wings... mindboggle
