Pattern reads:
Decrease round: K until 3 stitches before the instep, k2tog, k2, SSK;

knit until 3 sts remain on the instep, k2tog, k2, SSK, k to the end of the round.

Is the toe decreased on top side of the sock or the bottom? I think bottom. Right????

both. You decrease, knit the top, decrease. Then decrease, knit the bottom, then decrease again. Then knit all 1 round. Then repeat.
