the risk is that the scalper tickets will be bought by rich people not making art and the artists will be excluded.

I do have a solution though. Give half the tickets to 'core'. That would be camps with defined member limits that were juried for inclusion

The other half would be lottery with one or two tickets per person and ID printed on ticket. The 2 could apply with 2 IDs.

Well those with the art/theme camps should be able to apply in advance so they can estimate those needs first.

Yes, everybody with an art theme camp would apply for core status with their project. But some would have to be juried out.

That whole process would be over before the lottery starts so those who didn't get into core could apply for lottery.
