Have you determined why the student does not complete work? What's the root of the problem?

The high majority of the problem is wanting to talk and not staying focused
Put them in a corner and make them work. If they don't like that, then tell them why they are there. Tell them they need to focus more.
Also, let the parent know the reason. You can also have a point system allowing them points if they are caught on task.
I know some teachers that play tic tac toe with their students. If they are caught being "good" then the student makes a mark.
If caught being "bad" then the teacher makes a mark. The winner gets their choice. Either a prize or punishment.
