maybe he means the smaller goals that will ultimately bring you to the main goal

funny, the most touching "goal" I've ever heard about a goal is from a Ch 8 drama when this simple girl said to her bf.

"My dream is to be your wife". She's was killed a few scenes later by some jerk ... I really hated that man i could kill him myself.
