I think the "hobo" type bum is near the top of the food chain, just underneath the type of bum which organizes and controls many other bums.

I think it goes hobo, drifter, then bum.

"Hobo" is nice because I think the word itself has the lease negative connotations.

Hobos are just free spirited scamps who love to ride the rails.
