If nothing comes on, it's the power supply. Beyond that, it depends on how far you get in the boot process that determines where the failure

what if the ring around the cord is turning blue? I was able to ask that. if it is the power supply how hard is that to fix on laptop?

Everything is more difficult on a laptop. If it's just the battery failing, that's easy. Beyond that it's time in with a technician.

To answer your blue ring question... It depends on which side of the power supply the ring is on.

On my laptop I could [theoretically] blow my power supply and the green light on the transformer will still light.
