...in theory, I suppose so. However, a trained paramedic or EMT is the sole person who can turn on the lights and sirens.
Do I need those?
Just don't turn on either, and remember that if you are in one, you do not automatically assume right-of-way.
And if you abuse that position, then you will be held accountable.
