my dog is outside now and she's not barking. when she wants in she gives one quiet yelp- and waits.

this neighbor dog- someone could be obbing the whole neighbor and noone would pay attention to her because she barks all day everyday!

can u tell this bugs me a bit?

fenced yard... nice try tho- and I AM friends with my neighbors....they just don't consider (or ignore) the idea it might bug others

AH- they just let it in- meaning I can work (and they probably came outside- which means the 18 months old will be pointing and "AH!"ing

county noise ordinances and nuisance animals may be the case here - check out your county noise laws.

That sounds like an argument FOR violence.

Or like NYJ says, call the ASPCA or the cops. That's preferable to my suggestion that you get medieval on the family next door... probably..
