Maybe Baron Munchausen？
That's one I have no idea about. His horse is obviously struggling, is he trying to make himself lighter by pulling on his hair? Is he beating his horse in hope it will make things better? He is probably an officer, French, 17-18th century
All a little too realistic to make me think of any fairy tale. I give up.
