In considering this question, I'm of two minds about it.
I think legally they could use the same law license under Harvey's name but I think Two-Face would want his own
Whether Harvey would want 2F to have his own depends a lot on continuity
I don't want to encourage him v I don't want him to practice law under my fucking name id get disbarred v i mean its better than knocking over the doublemint gum factory again
Two face wants his own to assert his independence as a being and also because he wants them to have two of everything
Obviously they flip a coin to see whether they get TF his own license
