Ari would never misuse this if she knew what was going on because of her Liberty obsession. If she doesn't? She probably notices that Azula is being unusually co-operative, thinks she's in a very good mood, and asks her about proposed defense force changes or whatever they've got going on

Oh yeah, once Azula can tell her what happened, Ari immediately reverts all unwanted changes no matter how disappointed she might secretly be. They are terrible influences on each other but they also genuinely like each other! One reason why I love the dynamic.
