it's definitely a movie for sure, I vividly remember watching it when I was home sick with strep throat at one point and even then was like "...am I sicker than I thought...?"

"so a giant cartoon owl broke into this kid's room and turned him into a kitten and the only thing to stop the bad guy is rooster Elvis???"

(though the Duke of Owls was an excellent villain. WEIRD, but excellent.)
