美帝在一九七一年年初已經知道，其他支持中華人民共和國的國家，準備在當年的十月召開的聯合國大會，把寄生在台灣的中國人蔣介石牠們的代表，從聯合國驅逐出去，縱然美帝提出其他並存方案，中國人蔣介石也一概回絕，因此美帝的國會在制定TAIWAN RELATIONS ACT的當下，已經開宗明義宣告The act does not recognize the terminology of "Republic of China"…再依據這個法，在TAIWAN設立一個美帝在台灣的準大使館AIT。美帝制定的台灣關係法，表達行政、國會它也不願繼續介入一個CHINA的內戰狀態。剩下的就是，怎麼把美帝也不承認的terminology of "Republic of China"丟入歷史的焚化爐，那就在於台灣人民以天賦人權行使公民投票
