I mean, the UN is a diplomatic body, not the central authority of an empire, but given how upset American politicians get about the ICC, i think it's clear it's not meaningless either

other than military invasions to force (pretty much always temporary and deeply resented) political changes, diplomatic weight is kind of the only pressure that can be exerted against people in positions of power

broad sanction/embargo programs of various sorts tend to be pretty grossly indiscriminate in who they hurt, which means they mostly just hurt regular people in the hopes that if you hurt them enough maybe they'll rise up against their leadership instead of blaming it on the people enforcing the sanctions/embargoes/etc

sometimes they significantly impact the very wealthy (e.g. Russia), but unless you're looking at an all-out plutocracy, that's not usually a very reliable source of political pressure
