That is no longer a current distinction with contemporary Masses.
The old Latin Liturgy does make the distinction, like where I go to church.
A Low Mass is spoken, usually inaudibly.
but there is a difference in the Traditional Latin Mass.
A Low Mass might be a half hour long.
A High Mass is sung. It can last 1 and half to two hours or longer.
It is likely that they mean the Mass at which the choir sings

Low Mass is spoken and quick, while High Mass is chanted and very elaborate.

If you visit, be sure to go after Mass into the church basement. Talk to anyone who appears to be in charge.

If you go there do not be surprised to see many of the ladies with chapel veils on
it is traditional to cover your head but it is not mandatory

My papa who was from France and was of an age to remember before Vatican II said that there was nothing so beautiful as a High Mass.
