why do schools have such a hard time firing bad teachers? Is it only unions, or are there legal, economical, lazy, inconvenience issues?

our school has no problem firing teachers! They don't perform, they are out! We also have bonus pay too.

- I want to work at a place like that. Good teachers stay, bad go. So, do you mean there are no legal problems with firing ?
